June 2009 saw Hong Kong-based Cheoy Lee Shipyards hand over two 26-metre, high-speed aluminium catamarans to Penguin Boat International of Singapore. A proven design from Australia’s Incat Crowther, Cheoy Lee had previously built these vessels for domestic routes within Hong Kong but this was the first instance of them being built for an overseas client. Constructed at Cheoy Lee’s Hin Lee (Zhuhai) Shipyard in southern China, the vessels were built to Bureau Veritas I +Hull +Mach, HSC Cat A classification standards. The HSC requirements for vessels undertaking international voyages are extremely stringent, and although Cheoy Lee has previously built commercial vessels to comply with this code, these were the first of their aluminium catamarans to do so. Damage stability requirements are particularly stringent, and the Penguin vessels are fitted with double bottoms and buoyancy tanks over much of their length in order to comply. The 1,500 nautical mile delivery voyage from China to Singapore – made under their own power – was a good test of the vessels’ seagoing capabilities, and one which they passed with flying colours. With an 8.5-metre beam and 1.8-metre draught to go with its 27-metre overall length, the design features twin passenger decks with a total seating capacity for 200. The upper deck contains 48 seats with the remaining 152 (plus facilities for disabled passengers) located below on the main deck. A refreshment kiosk is also located on this deck. Passengers are seated in Beurteaux Ocean Traveller seats with all-round, large glass window panes offering a bright and open feel on both decks. Boarding is via double doors recessed into the port and starboard cabin sides, amidships, from where luggage racks and the internal stairway accessing the upper deck are situated. Aft of the upper deck saloon, overnight accommodation is provided for four crew in a single cabin. The wheelhouse is elevated, with three individual Bostrom 301 helm seats. Exterior wing stations are outboard on both sides of the wheelhouse to aid docking manoeuvres. Powered by a pair of Cummins KTA38-M2 diesel engines – each with a rated output power of 1,005kW at 1,900rpm – coupled to ZF4540 reverse reduction gearboxes, the vessels have a fully loaded operating speed of 27 knots. Auxiliary power is provided by two Perkins 4.4 TWGM generators, coupled to Stamford alternators, each producing 46kW. Each generating set is able to support all onboard power loads, including the Cruisair marine air-conditioning system. The two machinery rooms are protected by a manually released high pressure CO2 fire extinguishing system. Cheoy Lee continues to expand on their range of fast catamarans and is currently working on the design of a new 30-metre, FRP construction model capable of carrying 450 people at 28 knots.
